
Mayes Creek Basin is in the Eastern part of Williamson County. It is comprised of approximately 10,000 acres. It contains mostly homes with lots of open space. That is in danger of changing! The Mayes Creek Basin is in the City of Franklin's Urban Growth Boundary (UGB). Because of this, the guidelines for developing property within the UGB are different than what the guidelines are for property out of the UGB but still within Williamson County. That being said, the City of Franklin passed a resolution requesting a change to Envision Franklin and is asking the Planning Commission to vote on the change which will take 600 acres of land that is on Highway 96 East and change its designation from Developmental Reserve to Village Green. This means that instead of areas along the fringes of the Franklin UGB, that are characterized by agricultural uses, and single-family residential uses on significant acreage, it will have Townhomes, Duplexes, Multi-Family, Single-Family and Commercial development. THIS IS TOTALLY UNACCEPTABLE to the residents that reside in the Mayes Creek Basin area.
UPDATE ON THE SMITH PROPOSAL FOR VILLAGE GREEN
Here is a brie update for you as to what is going on. Unfortunately the City of Franklin Municipal Planning Commission voted to change the land use plan from Rural Reserve to Village Green. We are not giving up on this proposed development and what they want to put out here. No news on any meetings as of yet but will post when there is more information.
Hillview Lane and Coleman Road
The residents of this area are trying to save the beautiful tree canopy on Hillview Lane. They also want to stop the development being proposed for Hillview Lane which will bring commercial businesses, an 80-key hotel, and 242 homes (multi-family, single family, duplexes and townhomes). There will be a construction road created that will have access to Coleman Road. The City of Franklin is requesting a portion of Coleman Road get annexed into the City of Franklin. They cannot annex any part of the road without owner's permission. If you don't want to see more traffic, more high-density development and the possible loss of your property through eminent domain, don't allow Franklin to annex part of Coleman Road. They say the developer can make the necessary improvements without taking additional land but if it is necessary, the City will take the land through eminent domain.
Owen Hill Road - College Grove
The residents of that area off Arno Road are in a battle with the developer. They want to put 74 homes on 374.9 along with a Non-Traditional Wastewater System right next to a historical African American Church and grave yard. The developer has been ordered to the Thermal Penetrating test to check for unmarked graves. This will be coming up again before the Williamson County Planning Board. I will post information on the meeting. Come and help support the residents to save this sacred ground.
The Board of Mayor and Aldermen had a Workshop Session
and reviewed a report provided an updated Cost of Service Rate Proposal for Water and Sewer provided by Hazen. I am attaching a copy of the report for you to review.

I think you will find the information very interesting. There are 3 options proposed for the sewer line to run.
I received another email from Alderman Baggett who states that we misunderstand the Village Green concept and that it is not going to be another Westhaven on the East side of town. He told me it is being modeled after Serenbe, Georgia so I looked up Serenbe, Georgia. Below is a link so you can look at and decide for yourselves if it is what you want or do you still want Rural Reserve. I have heard many comments concerning Serenbe, Georgia and how it started out one way and has now changed to be exactly what we don't want. So don't get fooled!
This is a link to a story about Poplar Farms, a subdivision of over 550 homes being built on Clovercroft Road. It is claiming over 125 acres of open space. What they aren't telling you is that a good portion of those acres are not buildable anyway. Because of hilltop overlay, gas lines and high tension wires, you would not have been able to build on it.
